The list includes the pre-industrial and industrial revolution from the British East India Company and British Imperialism as well as 20th Century Capitalism from the US Military-Industrial Complex and American Expansionism. Under the 12th FINL, the “manufacture, repair, storage and/or distribution of products requiring Department of National Defense [DND] clearance,” which used to have a 40-percent cap in the 11th FINL, has been removed.Housing will also be critical in attaining the AmBisyon Natin 2040 which aims to eradicate poverty and allow the country to attain high-income status.

Salceda said residential real estate loans in the Philippines are at P877 billion in aggregate as of March 2022, just 4 percent of the emerging 2022 GDP. Apart from the Pag-Ibig Fund, Salceda recommended adopting the Vienna model in creating mass housing. This will also require the resurgence of the BLISS type of housing project.This lowers real property costs making housing more affordable.
