The Ottawa Police Service said on Twitter just before 5 p.m. that emergency services had been called to the area of Sussex Drive and Clarence Street for reports of a person on fire. There was no indication that the incident was related to the nearby United States Embassy, police noted.

A simple investigative tactic would be to ask the US Embassy what their Surveillance Detectors observed. If a gopher were to burrow around the property they know about it in real time.
