Because billionaires don’t care much for people. Burning down a historic building will get there attention and their money.

Because it’s a Tory Gov and the Landlords are their mates , donors,spouses, kids etc etc

Probably it was government regulations that allowed the cladding in the first place, but I could be wrong.
