Gatchalian: PCSO needs to undergo reforms; ‘Cannot be business as usual’

Senator Sherwin Gatchalian on Thursday backed the option to reform and privatize the entire operations of the Philippine Charity Sweepstakes Office (PCSO), following the recent anomalies hounding the agency due to reports of “massive corruption”.

“My view is it cannot be business as usual. If you just replace people from the top, replace the board, replace the GM , I’m afraid this will happen again in the later years,” Gatchalian said in an interview on CNN’s The Source.

“[T]he Department of Finance is an expert in coming up with financial packages and collection. That’s their job – to collect taxes, to collect revenue. They have come up with many financial schemes when it comes to privatization,” Gatchalian said, believing that the DOF is the best agency for the task.

“I guess there are legal dimensions to that and the lawyers will weigh in on that. I don’t know what the regulatory framework is for gaming. Also, perhaps there might be some efficiency gains that could be derived from privatization but it needs to be studied,” Lambino added. He said the main task of these agents is to detect, investigate, and stop under-reporting and under-remitting by STL or jueteng operators in their locality.
