E-cigarette maker Juul Labs Inc., facing budget cuts and regulatory scrutiny, has shelved the development of a puff-counting feature that some company employees say had the potential to help users wean themselves off nicotine.

Budgets had nothing to do with it. They were under pressure after the executive order against flavored vapes and this was a publicity stunt. Clearly the company has a vested interest in keeping people hooked on their product, not giving them the means by which they can stop.
