Russian and Belarusian athletes were barred from the Winter Paralympics by the International Paralympic Committee on Thursday after initially being allowed to compete as neutrals. Russian news agency TASS had reported that Russia was planning to challenge the IPC’s decision at CAS, but its Paralympic Committee said on Friday that it was prevented from doing so by the IPC’s rules.

The IPC’s constitution also does not contain an arbitration clause that would allow for an application to CAS to resolve disputes, the RPC added.
