Ostensibly, that's because there are other sources for the information, which the federal government uses to determine the mandated rate of pay for workers on H-2A work visas, who make up about 10% of the agricultural workforce.
Could just require documentation, or pay 4H teens really decent wages to do the work. Subsidize the farmers that comply, and test the market for produce picked by farmhands that walk back to the field truck to use the porta-potty and wash their hands afterwards. Epidemic and all.
