A city analysis found the ban may have added between $23 million and $47 million in costs to San Francisco contracts in a single year

“Performative politics has fallen at least a bit out of favor and people are really kind of desperate to see government work in a progressive city,” said Supervisor Rafael Mandelman, who signed the letter.

The law’s travel restrictions apply to both city employees and participants in programs that receive city funding. A recent analysis by San Francisco’s budget and legislative analyst found the restriction may have added between $23 million and $47 million in costs to city contracts in a single year. Mr. Mandelman said he thinks that is a conservative estimate.

“Our commitment to these important social policy goals sometimes leads us to do things that feel like cutting off our nose to spite our face,” he said. Ms. Chu said barring bids from companies based in dozens of states limits competition and likely means the city isn’t getting the best goods and services for the best price. In one example, she said, the city had to pass over a well-known vendor that handles public records systems because it was based in Texas.
